
Government to Present Policy and Program for Upcoming Fiscal Year Tomorrow
April 10, Kathmandu – The budget session of the federal parliament will commence from Monday, tomorrow. On the same day, the government’s policy and program for the upcoming fiscal year will be presented. According to Ekram Giri, spokesperson for the Parliament Secretariat, President Ramchandra Paudel is scheduled to address the joint session of both houses of the federal parliament tomorrow. As per Article 95 of Nepal’s Constitution, the President is mandated to present the government’s policy and program at 4:00 PM.
This constitutional provision requires the President to address the joint session after the first meeting following the election of the House of Representatives and at the start of every annual session. The Parliament Secretariat has requested members of both the House of Representatives and National Assembly to be present at the joint session by 3:45 PM. Prior to this, separate meetings of the House of Representatives and National Assembly will be held at 2:00 PM.
According to the Parliament Secretariat, the agenda for the House of Representatives’ meeting includes informing members about the letter convening the session received from the President, updates from the President’s office regarding changes in the Council of Ministers, and potentially other items. The agenda also covers the nomination of members to preside over meetings in the absence of the Speaker, submission of approval for blocking removal as per Rule 260 of the House of Representatives Rules, 2022, and the presentation of a draft of the House of Representatives Rules. Additionally, the government is set to present eight ordinances, including the ‘Public Procurement (Second Amendment) Ordinance, 2026,’ ‘Special Provisions Relating to the Removal of Public Officials Ordinance, 2026,’ and the ‘Constitutional Council (Functions, Duties, Powers, and Procedures) First Amendment Ordinance, 2026.’ These ordinances will also be introduced in the National Assembly meeting.
