Decision Made to Establish Federal-Province Coordination Branches in All Seven Provincial Assemblies

May 7, Kathmandu – Federal-Province Coordination Branches are set to be established in the assemblies of all seven provinces.

This policy was formulated during the 11th conference of the Inter-Legislative Forum, held in Tikapur, Sudurpashchim Province.

According to the communiqué released after the conference, point two highlights effective collaboration and interlinkage between the tiered parliaments and assemblies.

Accordingly, all provincial assemblies will establish Federal-Province Coordination Branches or units to coordinate with the Federal Parliament.

Additionally, the secretariat functions of the Inter-Legislative Forum will be carried out by the Provincial Assembly Liaison and Coordination Branch of the Federal Parliament Secretariat.

It was emphasized that legislative work and law-making across all three tiers must be based on research, development, and innovation. Furthermore, there was a resolution to take special initiatives to establish a legislative institution under the Federal Parliament to enhance the capacity of elected representatives and staff across the federal, provincial, and local levels.

The communiqué also noted plans to establish Parliamentary Budget Offices with necessary legal frameworks within the Federal Parliament and provincial assemblies during the upcoming fiscal year to make government policy, pre-budget discussions, and parliamentary budgeting more effective and results-oriented.

Efforts will be made to provide necessary supporting staff to lawmakers in the Federal Parliament and provincial assemblies to improve their working efficiency and make law drafting and parliamentary activities more qualitative and effective.

There is also a policy to organize interaction, discussion, and review programs as necessary to facilitate exemplary legislative practices and exchange of administrative efficiency among the federal, provincial, and local levels.
