Moulapur Municipality in Rautahat Introduces Budget to Provide Free Electricity and Water, Offers NPR 30,000 for Daughters’ Marriages
June 25, Kathmandu – Moulapur Municipality in Rautahat has presented a new budget featuring plans to provide free electricity and water to residents. Under the 11th budget session for the fiscal year 2083/84 (2026/27), significant projects from previous years are being continued. The budget statement, totaling nearly NPR 423 million, was presented by Moulapur Mayor Rinakumari Sah, who emphasized the continuation of ongoing initiatives.
The municipality will also maintain the “Nagar Master” and “Nagar Doctor” programs as part of this budget. Residents will benefit from free electricity, free water, and the “Beti Sanga Mayor” (Mayor with Daughters) program. Plans include constructing model integrated Dalit settlements and making the municipality free of unpaved roads. Reviewing this fiscal year’s development programs, Moulapur Municipality has succeeded with projects that promote quality education, integrated Dalit settlements, picnic parks, and a model technical school.
Municipal initiatives such as anti-smoke campaigns, elimination of unpaved roads, free electricity and water services, the “Beti Sanga Mayor” campaign, literacy drives, and the eradication of slums have enhanced the municipality’s dignity. Mayor Sah highlighted that, adopting a servant leadership approach rather than authoritative governance, the municipality has replaced the traditional municipal police with municipal teachers and doctors to deliver genuine public services. She further underlined the adoption of a “zero tax” policy with no fees, charges, taxes, or revenues imposed on residents, emphasizing the principle of being a support to the people rather than a burden.
Additionally, Moulapur Municipality provides financial assistance of NPR 30,000 for every daughter’s marriage, continuing its commitment to supporting families during important life events.
