Seoul Proposes Talks to Officially End Technically Ongoing War with North Korea

South Korea’s president has proposed talks to formally conclude the technically ongoing war with its northern neighbor.
Lee Jae-myung has proposed a “high-level security system” to prevent escalating tensions along the actual border between the two countries, known as the Demilitarized Zone (DMZ). He also suggested discussing practical measures to curb Pyongyang’s nuclear ambitions during these talks.
North Korea has continued testing ballistic missiles capable of carrying nuclear warheads. Seoul and neighboring Japan perceive this as a threat and an attempt to display power.
The Korean Peninsula’s conflict between the two countries has technically persisted since the 1953 armistice agreement.
Over many decades, skirmishes and incidents of tension have occurred in the DMZ area.
Both sides have accused each other of provocative actions such as dropping balloons carrying trash and propaganda materials.
Efforts to Improve Relations
Lee Jae-myung was elected president of South Korea last year after a motion to impeach former President Yoon Suk-yeol amid accusations of attempting to impose military rule.
He has been trying to improve ties with North Korea and its ally China, which had deteriorated under Yoon’s administration.
Addressing a ceremony marking the Peninsula’s Liberation Day from Japanese rule, Lee said, “Let us abandon our habit of threatening each other and start talks to end the long-standing conflict directly involving parties to this war.”
Lee urged both nations to “face each other for peaceful coexistence and mutual development.”
He hopes this process will serve as a “forum to discuss effective measures to stop the expansion of North Korea’s nuclear capabilities.”
How Many Weapons Does Pyongyang Have?

In 2022, North Korea declared itself a nuclear-armed state and vowed never to give up its weapons. It is estimated that Pyongyang has dozens of nuclear weapons.
Lee has previously stated that Pyongyang produces 15 to 20 additional nuclear warheads annually.
He also told the BBC last year that he would support a production halt agreement if it was reached between former U.S. President Donald Trump and North Korean leader Kim Jong-un.
Seoul is emphasizing complete nuclear disarmament, considering it a viable goal.
Trump is the only Western leader to have met Kim Jong-un, with the meeting occurring during his first presidential term.
Although Trump has focused on other areas since returning to office, last August he expressed hope to meet Kim again “at an appropriate time.”
What Is North Korea Saying?
North Korea has yet to respond to Lee’s proposal. A state news agency reported that Kim celebrated the country’s “Liberation Day” by laying wreaths and inspecting the “Sun’s Guard.”
Pyongyang has historically rejected Lee’s offers for dialogue and cooperation.
It has also criticized an agreement under which the U.S. builds nuclear-powered submarines for South Korea and condemned joint military exercises.
Last Tuesday, North Korea launched ballistic missiles into the sea as a demonstration of force.
This was the eleventh suspected test this year, occurring just days before the U.S.-South Korea joint military exercises.
