The Election Commission has announced the final results of the House of Representatives election. Voting for this election was held on Thursday, 21 Falgun.
Under the “first-past-the-post” system, where the candidate with the most votes wins, the Rastriya Swatantra Party (RSP) won 125 out of 165 seats. For the proportional representation system, the party secured 57 out of 110 seats, as publicly announced by the Election Commission on Thursday.
According to the Commission, out of a total 18,903,869 registered voters, 11,168,032 voted in the first-past-the-post system and 11,280,617 in the proportional representation system. However, the Commission has noted that only 94.55% of votes for the first-past-the-post and 96.05% for the proportional system have been finalized.
In the proportional representation system, parties that received at least three percent of the total valid votes have been allocated seats. These include RSP, Nepali Congress, CPN-UML, Nepal Communist Party, Shram Sanskriti Party, and Rastriya Prajatantra Party.
The announcement of direct election results is made following the counting in the respective constituencies only.
Section 60 of the House of Representatives Election Act, 2074, stipulates provisions for the proportional representation election results. Subsection 11 of this section states that “only parties receiving three percent or more of the total valid votes will have their candidates elected through the proportional representation system.”
Previously, an error stated that a party had to win at least one seat in the direct elections to obtain proportional seats; this has been acknowledged as a mistake and corrected.
However, Section 52 of the Political Parties Act, 2072, requires parties to fulfill certain criteria to gain recognition as national parties.
A special mathematical formula is used to calculate the number of seats parties receive under the proportional representation system.
