Can Singapore Prime Minister Lawrence Wong Maintain Diplomatic Balance with Russia?

Singapore Prime Minister Lawrence Wong met with Russian President Vladimir Putin in Kazan to discuss bilateral relations and shared concerns. The meeting took place on the sidelines of the ASEAN-Russia Commemorative Summit, where both leaders expressed their commitment to collaborate on regional energy security, trade, and a five-year action plan.

Despite being the only ASEAN country to impose sanctions on Russia over the Ukraine war, Singapore prioritized diplomatic balance and respect for international law by engaging in this dialogue.

As part of the ASEAN delegation, Prime Minister Wong traveled to the southwestern Russian city of Kazan to meet President Putin. This dialogue, held on June 17 and 18 during the ASEAN-Russia Commemorative Summit, marks the first high-level communication between the two leaders. Analysts view Singapore’s approach as a pragmatic effort to maintain open diplomatic channels while upholding sanctions against Moscow.

Since Russia invaded Ukraine in February 2022, Singapore became the only ASEAN member to impose sanctions against Moscow. Within days of the invasion, Singapore restricted the export of military goods, including dual-use items that could harm Ukrainian civilians, and implemented financial measures targeting Russian banks.

Singapore has consistently condemned Russia’s actions in both its Parliament and the United Nations. In response, Russia designated Singapore as part of its ‘hostile countries’ list in March 2022. However, Singapore has imposed no restrictions on Russian oil imports, with Russia remaining a significant supplier for the city-state.
