Balen Shah Repeats Issues Encountered by Past Prime Ministers, Says Political Analyst Bhaskar Gautam

Political analyst Bhaskar Gautam has observed a lack of historical awareness and a tendency for individual dominance over institutional procedures within the government’s functioning. He stated, “Instead of empowering local bodies, the centralization of power within Singha Durbar has led to problems in good governance and service delivery.” Gautam warned that the strategy of selective punitive actions has increased impunity and risks undermining the rule of law. The government led by Balen Shah is completing its first 100 days this week. Beginning with a plan of 100 tasks, the government’s reforms within state agencies and its progress in delivering services to the public are currently under review.

Gautam remarked, “All those who have ruled Nepal since 2007 or 2017 talk about development. However, each new ruler acts as if the Nepali public is naive to their follies.” Highlighting historical amnesia, he said, “What past kings like Mahendra, Birendra, or former prime ministers did is now being repeated by Balen Shah.” He cautioned that Balen’s focus on accelerating development stems from historical ignorance and may, in the long term, weaken institutions.

He added, “Political parties and prime ministers in Nepal have not managed to govern institutionally.” Gautam explained, “A style of selective arrests and punitive action distorts politics and undermines the essence of the rule of law.” He further noted that a similar haste and speed are evident in Balen’s government, which threatens the strength of institutions.

In conclusion, he warned, “Until systemic reforms are implemented, digital enhancements and superficial measures alone will not bring about true good governance.”
