Three Candidates Recommended for Executive Chairman of Bagmati Civilization Integrated Development Committee

April 28, Kathmandu – Three candidates have been recommended for the position of Executive Chairman of the empowered Bagmati Civilization Integrated Development Committee under the Ministry of Urban Development.

Dr. Bikash Adhikari from Kaski was recommended as the top candidate. Dr. Anand Singh Bhat from Baitadi and Sangita Yadav from Siraha were recommended in the second and third positions respectively.

The secretariat meeting of the recommendation committee, chaired by Ministry Secretary Gopal Prasad Sigdel, decided on April 27 to forward the names of Adhikari, Bhat, and Yadav to the government.

According to the Ministry of Urban Development’s recommendation, the appointment of the Executive Committee Chairman for the empowered Bagmati Civilization Integrated Development Committee will be made by the Cabinet.

Process Initiated During Oli Government

The Ministry of Urban Development had invited applications for the chairperson position on February 11, 2026 (Kartik 27, 2082 BS). Seventeen candidates applied, with fifteen shortlisted.

The recommendation committee assessed the candidates based on educational qualifications, experience, professional work plans, proposal presentations, and interviews to select three recommended names.

Previously, during KP Oli’s government, when Prakash Man Singh was the Urban Development Minister, Congress leader Deepak Kuinkel had been recommended as Chairperson and his name was sent to the Cabinet. However, the government collapsed amid the people’s movement at that time.

The interim government led by Sushila Karki had returned all prior recommendations to their respective ministries.

Subsequently, under the interim government, with Kulman Ghising overseeing the Ministry of Urban Development, a fresh advertisement was issued and the appointment process was resumed.

Role of Bagmati Civilization Integrated Development Committee

The primary objective of the Bagmati Civilization Integrated Development Committee is to keep the Bagmati River and its tributaries within the Kathmandu Valley clean, pure, and green, while safeguarding the religious, cultural, and archaeological heritage sites along the riverbanks.

The committee is responsible for maintaining the cleanliness of the river stretching from the Bagmati’s origin at the Shivapuri watershed area to Chovar. It ensures no solid or liquid pollution is discharged into the river unless treated properly.

Additionally, the committee is in charge of constructing, operating, and maintaining sewage treatment plants; building embankments to control riverbank erosion; constructing necessary roads and planting trees along the riverbanks; and controlling encroachment on flow areas and green zones of other rivers in the Kathmandu Valley.
