
Federal Civil Service Bill to Be Drafted Within 45 Days, Aiming to Depoliticize Teachers and Employees
March 28, Kathmandu – The government led by Balendra Shah has announced a 100-point agenda for administrative reform that includes drafting the Federal Civil Service Bill within 45 days. The agenda, released on Saturday, emphasizes making employees, teachers, professors, and all civil servants free from party affiliations, with the bill to be formulated within this timeframe.
“Public administration will be completely freed from political interference to become impartial, neutral, and accountable to citizens,” the agenda states. “To achieve this, civil servants including administrators, teachers, and professors will be required to have no direct or indirect associations with any political party, group, or interest center. Any violations will be subject to strict departmental action in accordance with existing laws.”
The agenda also highlights abolishing partisan trade unions within public administration to eliminate unwanted interference and informal pressure, thereby enhancing decision-making and service delivery effectiveness. “Legal arrangements necessary for this, particularly the Federal Civil Service Bill, will be drafted within 45 days,” the agenda notes.
Further, addressing existing issues such as corruption, delays, and disrespectful behavior towards service recipients, the agenda commits to transforming the bureaucracy into a responsible, service-oriented, citizen-focused, and exemplary institution through the rigorous implementation of the employee code of conduct.
“Employees will be expected to uphold professional dignity and work in a manner that is impartial, neutral, and dedicated to effectively implementing government decisions, ensuring a conducive work environment,” the agenda adds.
