Temporary Ban on AI Use for Students Under 14 in New York City Public Schools

September 6, Kathmandu – New York City public schools have imposed a temporary ban on the use of generative artificial intelligence (AI) by students under the age of 14. Mayor Joharan Mamdani announced that starting from the upcoming academic session, primary and middle school students will not be allowed to use AI technology. This decision will affect approximately 600,000 students. Mayor Mamdani emphasized that teachers and human interaction are essential for children’s learning and development, which underpins this announcement.

He stated that students should have opportunities to collaborate with peers, develop skills, form relationships with teachers, and solve complex problems independently. Generative AI refers to technology like ChatGPT that creates various types of content based on user instructions or “prompts.” Mamdani also shared that new guidelines regarding students’ screen time will be implemented: Students in grades three to five will be limited to 30 minutes of screen time daily, while those in grades six to eight will have a 45-minute limit.

Use of the “companion chatbot” by students will also be prohibited. Secondary school students will receive AI-related education twice a year, and AI education programs will be reviewed throughout the year. Mayor Mamdani stated that this policy is temporary. The effectiveness of the policy implementation will be monitored for one year, with changes to be made if necessary.
