Foreign Minister Urges Local Governments to Focus on Long-Term Planning

May 16, Kathmandu – Foreign Minister Shishir Khanal stated that local governments should prioritize long-term planning over short-term political gains.

Speaking at the consultation event organized by Tokha Municipality today for preparing policies, programs, and budget for the fiscal year 2083/84 (2026/27), the minister highlighted the need for local governments to focus on sustainable development strategies.

He noted that it is time to work beyond political interests.

“Local representatives today have the opportunity to undertake work that will be remembered by future generations 20 to 25 years from now, so they should concentrate on long-term planning rather than short-term politics,” he emphasized.

As the member of parliament for Kathmandu Constituency No. 6, Minister Khanal observed that the southern part of Tokha is densely populated, while the northern region still has open land, indicating the need for planned urban development.

He underscored the importance of organizing Tokha’s historic Newar settlements and the Saturday market to promote tourism. He also suggested the development of homestays in the area.

Regarding the expansion of the Tokha-Chhahare tunnel route, the minister cautioned that many settlements in Tokha face challenges due to standards and regulations; therefore, alternative routes need to be explored.

Khanal mentioned that developing the Sangla Khola and Bishnumati Khola corridors as alternative roads to this highway could enable the construction of an international-standard road with lower costs and minimal damage.

He also called for the municipality to become more technology-friendly by implementing a digital system that allows tax payments and routine approvals from home.

Bagmati Province parliamentarian and former minister Hariprabha Khadgi Shrestha expressed that the public has high expectations from local governments and urged the creation of policies and programs centered on citizens, utilizing available resources efficiently.

MP Shrestha highlighted that politics should not interfere with development work in any way.
