March 24, Surkhet – The Nepal Police have finalized the investigation into the death case of 16-year-old girl Inisa Bik and submitted the report to the District Attorney’s Office. Mohanjang Budhathapa, spokesperson and DSP of Surkhet District Police Office, confirmed that the investigation report has been handed over.
“The police prepared the investigation report based on the statements of the accused and the evidence collected. The report has been submitted to the District Attorney’s Office,” he said, adding that the Attorney’s Office will proceed with the case. The police have not disclosed further details about the report’s conclusions.
According to DSP Budhathapa, some technical reports related to the case have been received, while others are still pending. “Two reports are yet to arrive. Since these reports can be submitted during the court trial, the report was submitted in its current state,” he explained.
The Central Investigation Bureau (CIB) team, which had come to Surkhet for the inquiry, completed its investigation and returned to Kathmandu on Sunday. Inisa, who was originally from Gurbhakot-6, Badakhori and had been living in Birendranagar-1, was found dead on February 23 in Birendranagar.
On the morning of February 23 at around 6 am, Inisa had left for her tuition as usual. However, by approximately 9 am, she was found unconscious near Jan Jagaran Community Forest close to Shahid Park in Birendranagar-4. The police took her to the provincial hospital, where doctors declared her dead.
On the same day, the police detained a 16-year-old male youth from the scene. Based on his statement, three more individuals were arrested on February 24 as the investigation progressed. The victim’s family alleged that Inisa was murdered following gang rape and had registered cases of homicide and rape against all four accused.
The police report recommends pressing charges of homicide and rape against all four detained individuals. The investigation concluded that the 16-year-old youth arrested on February 23 is the primary suspect. CCTV footage and statements from the three others arrested on February 24 align with the timeline at different locations.
“So far, involvement of any of the three youths arrested on February 24 has not been confirmed,” a police officer involved in the investigation said. “CCTV footage shows that they arrived around 9 am to offer help at the scene.”
The police state that the three youth who arrived on February 24 went to assist a friend and were not involved in the crime. However, the report notes their negligence at the crime scene.
The police pointed out that charges could still be pursued against these three for reasons such as not promptly informing authorities or delaying the notification to others.
For 19 days since the incident, Inisa’s body has remained at the morgue of Karnali Provincial Hospital. The victim’s family has vowed not to proceed with the funeral until justice is delivered.
