Digital Nomad Visa Draft Prepared in Nepal: Risk or Opportunity?

The Immigration Department has prepared a draft amendment to the Immigration Act to issue ‘Digital Nomad’ visas, allowing foreigners who work remotely from Nepal without physically attending offices to reside and work legally in the country.
The draft bill, currently with the Ministry of Law, if passed by Parliament, would make Nepal the second country in South Asia to offer Digital Nomad visas, experts say. The question remains whether such visas will present more opportunities or risks for Nepal, which will largely depend on the regulations the country establishes.
According to a report from the Economic Reform Suggestions Commission, the Government had signaled the intention to offer visas to digital nomads in the ‘Economic Reform Implementation Plan 2082′ (Nepali calendar), aiming to facilitate such travelers’ stay in Nepal.
The ruling Rastriya Swatantra Party pledged to introduce policies concerning Digital Nomad visas, accommodation, and collaboration centers in its manifesto ahead of the elections on Falgun 21.
In last year’s budget, the government announced plans to provide free residential visas to foreign experts and investors working in start-up businesses, as well as to remote workers employed by foreign companies who stay in Nepal, dubbed as ‘Digital Nomads’.
However, concrete steps to implement this visa policy had not been underway. With recent government efforts to promote Nepal as a hub for working foreigners through this visa, the Immigration Department has drafted necessary legal amendments and begun preparing relevant regulations.
Studies show that the COVID-19 pandemic accelerated the global culture of digital nomadism, where work is increasingly done without going to a physical office.
More than 60 countries worldwide have introduced such visas. In South Asia, Sri Lanka has recently launched theirs, while Southeast Asia’s Thailand began offering Digital Nomad visas two years ago.
The purpose of a Digital Nomad visa is to attract innovators and talent, institutionalize remote work that does not require office presence, bring in foreign currency, and support tourism growth.
Progress of the Legislation
Ramchandra Tiwari, Director General of the Immigration Department, stated that the draft bill has been submitted to the Ministry of Law.
“The new government has prioritized this issue. We have prepared a draft with certain conditions. The draft bill is with the Ministry of Law, and we are also drafting the rules and regulations,” said Director General Tiwari.
The department is also working on formulating regulatory conditions for the Digital Nomad visa.
“The Digital Nomad visa is included in the bill as a separate category. Detailed conditions will be outlined in the regulations,” Tiwari added.
According to spokesperson Tikaram Dhakal, consultations with relevant ministries on the proposed regulations are ongoing.
Conditions for Obtaining Digital Nomad Visa

The government’s economic reform plan suggests applicants should have a monthly income exceeding USD 1,500 or bank savings of over USD 20,000.
Officials confirmed the department is preparing similar requirements for the visa.
Applicants must have health insurance coverage worth USD 100,000, and provisions will allow spouses to be eligible for visas as well.
“Discussions with other ministries are underway regarding visa duration, tax regulations in Nepal, and minimum investment requirements,” Tiwari explained.
The reform plan also proposes a 5% income tax on foreign earnings generated by digital nomads who stay and work in Nepal for more than 183 days annually.
The policy states that visa holders can receive residential approval for up to one year at a time. It also aims to facilitate opening foreign currency accounts in Nepali banks for these individuals.
“The objective is to keep the policy flexible while ensuring strict regulation,” Tiwari emphasized.
Visa holders will be permitted to register vehicles in their name and have their foreign driving licenses recognized.
Opportunities or Risks for Nepal?
IT consultant Hempal Shrestha said the Digital Nomad visa could boost sustainable tourism in Nepal.
He cautioned that monitoring challenges will require vigilance from state authorities regarding visa holders.
“There should be warnings and assurances to ensure visitors do not engage in prohibited activities such as crypto trading, online gambling, and pornography,” Shrestha advised.
“While not all activities can be fully controlled, enhanced awareness is essential.”
Visa applicants will also be required to respect local religious and cultural values, with stringent penalties for illegal behavior.
Immigration officials noted that documents such as police clearance certificates or “No Objection Letters” from the applicants’ countries will be mandatory requirements in the regulations.
Is Nepal Equipped with Necessary Infrastructure?
Digital Nomads typically seek reliable electricity, internet connectivity, and a policy environment conducive to remote work.
“Nepal is like paradise with excellent hospitality and respect for foreign visitors in South Asia. The weather is pleasant, and living and food expenses are affordable,” said Shrestha.
“However, visa rules for citizens from countries other than India are not lax. This visa alone could help attract 10,000 to 15,000 long-term tourists.”
The government’s policy outlines investments in internet network improvements, co-working spaces, and physical infrastructure to support remote work and digital nomads.
Shrestha pointed out challenges in supplying consistent electricity in rural areas preferred by digital nomads wishing to live in villages.
He also mentioned the potential use of wireless internet services like Starlink and Amazon’s technology, which may require flexible regulatory policies in Nepal.
