
Social Organizations Demand Restructuring of the Welfare Council and Establishment of a Social Development Board
May 3, Kathmandu – Various social organizations have called for the restructuring of the Social Welfare Council and the establishment of a Social Development Board. Over 30 federations and networks of citizen and social organizations involved in democracy establishment, human rights protection, social justice promotion, good governance, and inclusive development in Nepal have jointly expressed their views regarding the regulatory body, foreign aid, and the roles of citizen and social organizations.
These organizations have drawn serious attention to the government’s proposal to dissolve the Social Welfare Council, which was established under the Social Welfare Act through governance reform plans, policies, programs, and budgets. They have urged the government to establish an autonomous, independent, inclusive, and empowered “Social Development Board” in accordance with the spirit of the federal democratic system.
“Any far-reaching decision such as restructuring or dissolution of public bodies requires adequate study, research, alternative analysis, and extensive consultation and discussion with relevant stakeholders,” the federations and networks stated in a joint appeal. They further argued that to safeguard the constitutional independence, participation, and development partnership role of citizen and social organizations, an effective regulatory, coordination, and collaboration mechanism through an independent and empowered Social Development Board is essential.
